"This new law is a major victory for the children and parents who live in U-46," Noland said. "They will finally receive the state funding they deserve." Because U-46 encompasses portions of both Cook and Kane Counties, it loses millions of dollars in General State Aid every year. Kane County uses actual property value assessments when it applies to the Illinois State Board of Education (ISBE) for funding. Cook County uses estimates, and in this case the combination of estimates and actual property value assessments costs the district vast amounts of money Noland’s legislation, Senate Bill 2499, requires ISBE to use property tax values from the county that will most benefit the school district for districts that encompass multiple counties (the county with the most equalized assessed valuation). In this case, ISBE would use Cook County’s data. "I’m happy that I was able to work together with my colleagues in the House and the Senate on both sides of the aisle to pass this law," Noland said. "This really proves that when we all work together, we can do good things for our districts and our state. I hope this is a sign that we can take real steps to fix the state’s budget problems." Noland is a tireless advocate of education funding reform. He is a strong advocate of property tax relief and believes the state should shoulder a higher proportion of school funding, allowing local governments to lower property taxes that are used to fund education. He also believes property tax relief should be a part of any comprehensive budget solution.
SPRINGFIELD, IL— Both the State Senate and the Illinois House have voted to override the governor’s veto of Senate Bill 2499, permanently fixing Elgin School District U-46’s funding structure and directing an additional $22 million to U-46 next year.
