SPRINGFIELD – State Senator Mike Halpin and State Senator Neil Anderson announced the signing of Senate Bill 1750, aimed at creating incentives to recruit much-needed emergency medical technicians in Illinois fire departments, and the signing of a measure which allows a $500 tax credit for volunteer emergency workers.

"EMTs and volunteer firefighters are an important part of what keeps our communities safe," said Halpin (D-Rock Island). “This was a concerted effort to give local fire protection districts additional tools that allow them to recruit and retain emergency service workers.”

Senate Bill 1750 requires the board of trustees of a fire protection district to reimburse the mandatory training expenses of EMTs, EMT-Is, A-EMTs, or paramedics who are employed by or under contract with the district. The mandatory training expenses will be covered by a state-funded program.

EMTs are essential first responders in emergency situations and are often the first point of contact for patients. However, many fire departments in Illinois are struggling to recruit and retain EMTs due to the high cost of training and certification. The new law provides a much-needed incentive for candidates to pursue a career in emergency medical services and helps ensure that fire departments have the necessary personnel to respond to emergencies and save lives.

Another proposal – led by Senator Halpin and Senator Anderson – allows a $500 tax credit for volunteer emergency workers that receive up to $5,000 compensation for their services. This will give volunteer emergency first responders a well-deserved credit for all the time and effort they give to protecting our communities.

State Senator Neil Anderson (R-Andalusia) who has more than a decade of experience as a professional paramedic and firefighter has signed on as a chief-co sponsor of the bill.

“Our volunteer departments are equally as important as a fulltime fire department,” said Senator Anderson. “When there is an emergency, response times are critical and if there is nobody to fill the seats on a fire apparatus then it’s a huge public safety concern. I feel this new law is a good first step in either recruiting new volunteer emergency workers or providing a small incentive to the ones who are already willingly answering the call.”

Senate Bill 1750 was signed into law on Friday and takes effect Jan. 1, 2024. Senate Bill 1963 was signed into law on June 7, 2023 and is currently in effect.

SPRINGFIELD – State Senator Mike Halpin advanced House Bill 301 through the Senate, marking a significant milestone in the expansion of the AIM HIGH Grant Pilot Program.

“If we want students here in Illinois to take advantage of our four-year universities, then we need to do something that actually makes it easier,” said Halpin (D-Rock Island). “This legislation is for working families who need just a little help paying for college and is a serious step in expanding access to higher education for Illinois residents, providing part-time students expanded opportunities as well.”

Beginning with the 2019-20 academic year, The Aspirational Institutional Match Helping Illinois Grow Higher Education (AIM HIGH) has provided merit-based, means-tested student financial aid to first-time, full-time undergraduate students and transfer students who are Illinois residents attending any of the 12 Illinois public four-year universities. AIM HIGH-participating universities are required to provide matching funding for institutional awards for students who meet certain eligibility requirements, as well as those established by each individual university.

SPRINGFIELD – The Illinois Department of Commerce and Economic Opportunity yesterday announced the launch of the Blue Collar Jobs Act Tax Credit application for eligible companies. BCJA is a bipartisan legislative package designed to promote economic expansion and growth in Illinois by incentivizing construction projects. The legislation makes $20 million in tax credits available per year for eligible companies.

“Finally, we’ve got a tax credit that rewards blue collar workers rather than the guys in the corner office,” said State Senator Mike Halpin (D-Rock Island). “We want more business here in Illinois and we have the workforce to build them. I hope to see these businesses come to Illinois to help expand the economy, and to see our workers share in the incentives the state has to offer.”

"This initiative is crucial as it will facilitate the tracking and accountability of parents who refuse to pay their child support," said Halpin (D-Rock Island). "This is a positive step towards guaranteeing that children receive the necessary resources."

House Bill 3301 would include independent contractors in the definition of "employee" so that anyone who reports income on 1099 forms as an independent contractor would be reported to the National Directory of New Hires registry. The registry was established in 1996 to help track parents who are delinquent on child support payments across state lines.

"No household should have to decide between buying life-saving medication and providing food for their family," said Halpin (D-Rock Island). "This legislation marks a significant stride towards enhancing the affordability and accessibility of EpiPens for all Illinoisans who require them."

Epinephrine Auto-Injectors are the only medication that works on the entire body to combat anaphylaxis, a potentially fatal allergic reaction. However, since 2017, a global shortage of these devices has made this medication increasingly difficult to obtain. Parts of the United States have experienced shortages since 2018, with the FDA permitting an extension of the recommended shelf life of EpiPens to combat the shortage.
