SPRINGFIELD - State Senator Willie spearheaded a new law to expand requirements for school districts to notify families of students with disabilities of advocates experienced in Individualized Education Programs.

“This legislation ensures that families know what services are available to them as they help their child navigate the educational space,” said Preston (D-Chicago). “All students deserve a fair and just education experience.”

House Bill 1366 will ensure that all parental notification for IEP meetings inform parents that they may invite other individuals to assist who have knowledge or special expertise regarding  the child. Some examples of the individuals may include stepparents, relatives, doctors, therapists or nurses.

Additionally, the Illinois State Board of Equation will be required to create and distribute materials to all school districts about the IEP facilitation process, which must also be sent to parents and guardians when they are notified of an upcoming IEP meeting.

"Parents of students with disabilities want just one thing: to help their child succeed, but knowing what services that support that goal are available continues to be a hurdle for them," said State Representative Michael Crawford (D-Chicago). "Individualized Education Programs ensure faculty, students and staff are on the same page as to where the child is, what standards they need to meet, and how to get there. This legislation ensures parents are notified about these IEP advocates and get their kids on the right track."

“This law makes sure that every student in our schools is supported and protected,” said Preston. “The needs of every student are different and I am committed to ensuring that each and every one is met.”

House Bill 1366 was signed into law on Friday and goes into effect Jan. 1, 2026.
