loughran cappel 041421SPRINGFIELD – In an effort to bring missing persons suffering from Alzheimer’s or dementia home safely, State Senator Meg Loughran Cappel (D-Shorewood) moved a resolution out of the Senate State Government Committee Wednesday urging increased use of Silver Search programs. 

“Effectively using Silver Search programs can play a vital role in locating a missing loved one,” Loughran Cappel said. “It is crucial to take advantage of every resource we have at our disposal.”

03162021HAO0934rSHOREWOOD – Legislation led by Senator Meg LougHran Cappel (D-Shorewood) that is aimed at addressing a glaring gap in financial preparedness among Illinois students passed through the Senate Education Committee Tuesday.

“One of the primary goals of our state’s education system is preparing students to lead fulfilling, successful adult lives,” Loughran Cappel said. “Part of that is knowing what to do with your money and practicing good financial habits. These key life skills, which can be carried for a student’s entire life, deserve to be promoted in our schools.”

Loughran Cappel announces inaugural State Capitol Art Contest

artist 030421PLAINFIELD – To give local students the opportunity to have their artwork displayed in the state capitol, State Senator Meg Loughran Cappel (D-Shorewood) launched an art contest.

“As a freshman legislator, the process of decorating my office in Springfield is ongoing, but it won’t be complete without a few pieces of home,” Loughran Cappel said. “It is my hope that this contest will inspire local students to showcase their talent and creativity.” 

This art competition is open to all students in the 49th Legislative District, and will be divided into three categories: elementary, middle school and high school. All entries must include the student’s name, grade and school. Students can mail their artwork to 2009 S. Route 59, Plainfield, IL 60586. The deadline to submit an entry is May 15.

After entries have been received, they will be narrowed down to the top three pieces in each category. Loughran Cappel will then post a poll on her official Facebook account, where students and residents will be able to choose the winners. The poll will close May 25 at 5 p.m. and the winners will be announced shortly after. The winners will have their work displayed in Loughran Cappel’s Springfield office for the next year.

PLAINFIELD – The Oswegoland Park District Nature Preschool has received an Illinois Schoolyard Habitat Grant to fund a pollinator garden at the school, State Senator Meg Loughran Cappel (D-Plainfield) announced. 

“Kids learn best through hands-on experience, so this grant opportunity is a great way to give them that opportunity,” said Loughran Cappel, who was a teacher prior to becoming senator. “This project will benefit both the kids who get to learn about Illinois habitats and the wildlife species the garden will attract.”

cappel inaug 011521Plainfield – State Senator Meg Loughran Cappel (D- Shorewood) was sworn in to the 102nd General Assembly as state senator for the 49th District Wednesday.

“I am excited and humbled to continue representing the 49th District in Springfield,” Loughran Cappel said. “As we begin the next legislative session, especially in these unprecedented times, I am ready to fight to ensure the people in my community have the resources they need to be healthy and successful.”

Before being elected to the Senate, Loughran Cappel served the community as a special education teacher, a school board member and a volunteer at various organizations throughout Will County.

“My experience as a small business owner, a teacher and most importantly, a mother has given me unique insights into some of the issues facing our district,” Loughran Cappel said. “I look forward to working with my colleagues in the Senate to make this state better.”

The 49th State Senate District includes all or parts of Joliet, Plainfield, Bolingbrook, Romeoville, Shorewood, Oswego, Crest Hill, Boulder Hill, Naperville, Montgomery, Aurora and Channahon.

SPRINGFIELD – This week’s lame duck session was a win for students and teachers with the passing of the Black Caucus’s education pillar and legislation restoring collective bargaining rights to Chicago teachers. With her background in education, State Senator Meg Loughran Cappel (D- Shorewood) is especially proud to have been a part of such monumental votes.

Loughran Cappel applauds legislation banning seclusion of students in school

cappel 011221Plainfield – State Senator Meg Loughran Cappel (D- Shorewood) was proud that one of her first votes was to prohibit school district employees and independent contractors from disciplining children by secluding them in a locked or unlocked space.

“Studies show that isolating students as punishment does not change behavior,” said Loughran Cappel, who served on the Joliet Township High School Board, including its discipline committee. “This legislation will protect our students from the harmful mental health effects of seclusion rooms.”

Specifically, the legislation would ban all isolated seclusion practices and ban the use of physical restraints that could impair a student’s ability to breathe or speak normally. It would still allow for timeouts with a trained adult in the room with an unlocked door for therapeutic reasons or to protect the safety of students and staff.

“I commend my colleagues for helping pass this legislation to protect our most vulnerable students,” Loughran Cappel said. “All our children deserve to be treated with dignity and respect.”

The measure, House Bill 2263, has passed the Senate and now returns to the Illinois House for further consideration.

Loughran Cappel urges businesses to apply for BIG program grants by Dec. 15

BIG salon 103020PLAINFIELD – State Senator Meg Loughran Cappel (D- Shorewood) is encouraging businesses to apply for Business Interruption Grants before the Tuesday, Dec. 15 deadline.

“COVID-19 has hurt our local businesses and left many unsure of their future,” Loughran Cappel said. “The BIG program is helping relieve some of that stress on businesses by assisting with costs like retaining employees and keeping the lights on.”

The Department of Commerce and Economic Opportunity is providing $220 million in funding for small businesses through the BIG Program and has already begun to issue awards for the second round of grants. Businesses can use funding from these grants to cover expenses like payroll costs, rent, utilities and other operating costs.

“Our local businesses need support now more than ever, and the BIG Program is here to provide at least some relief,” Loughran Cappel said. “I urge businesses in our community to apply before the upcoming deadline of Dec. 15.”
